The construction of Chongqing Liangjiang Collaborative Innovation Zone is the important measure for the Liangjiang New Area to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China, implement the requirements of the “two points” positioning, “two places”, “two high” objectives and “four solidly” put forward by the General Secretary Xi Jinping for Chongqing, practice the new development philosophy, accelerate the construction of innovation center of upper reaches of the Yangtze River and promote the high-quality development.

On Jul. 23, 2018, Chongqing Liangjiang Collaborative Innovation Zone collected the forward-looking and innovative planning and design idea and scheme around the world. During this period, Liangjiang New Area received 68 application documents from 14 countries and regions including China, Britain, France, Germany, Italy, the United States, etc., and they are the international and domestic famous design institution. Halcrow (China) & Urban Planning & Design Institute of Shenzhen stood out and were shortlisted in the project.

On Oct. 19, the Experts Review Meeting was held in Chongqing Liangjiang Group, and the experts including the academician He Jingtang from Chinese Academy of Engineering listened to the design and planning idea of Halcrow (China) & Urban Planning & Design Institute of Shenzhen.

2018年7月23日，重庆两江协同创新区面向全球公开征集具有前瞻性与创新性的规划设计理念和方案。期间，两江新区共收到68个报名文件，分别来自中国、英国、法国、德国、意大利、美国等14个国家和地区，均为国际国内著名设计机构。Halcrow英国合乐（中国）&深圳城市规划设计研究院脱颖而出，一举入围本次项目。

10月19日，专家评审会在重庆两江集团召开，来自中国工程院院士何敬堂等专家听取了入围单位Halcrow英国合乐（中国）&深圳城市规划设计研究院的设计规划理念。
