With the “one centre, two bases” strategic position and global industrial development trends of Luohu district, Halcrow  proposes the overall development goal, functional positioning, industrial positioning and development vision of Luohu district.

The study included site survey and customer interviews with domestic and overseas related successful case studies. The new development orientation, functional positioning and morphology integrates 17 key projects ,including Golden Triangle, Sungang-Qingshui River, Shuibei-Buxin, four big areas in South East Shenzhen and Caiwuwei financial business core, north part of Dongmen regeneration, Luohu old village regeneration, Sungang headquarters base, Shenye logistics center, Shuibei international jewelry plaza, and Huangbeiling old village regeneration etc. Halcrow later prepared project development strategy, investment proposal and action plan.
