Creek is located in the valley between Phoenix Mountain and Hugong Mountain in Putian, crossing the city from west to east, dividing it into Licheng District and Chengxiang District, and flows into Xinghua Bay. The total area is about 59.62 square kilometres.

The spatial structure of ‘One belt, eight hearts, four areas, multiple axis’ is proposed. The plan preserves major ecological and landscape resources, marks off the development area from the preserved area and interweaves the natural and urban elements. The aim of the development is to make this area a new spot on modern service industry corridor on the west coast of the Strait and a core urban belt in Meizhou Bay area.
