The site is located in the south ‘Active New Town’ area of Sanya Bay, Sanya with a total area of 293.7 mu.

Cultural centre building clusters and an administrative centre is proposed the core of the Sanya active centre. A concept of ‘One-core, one-axis, three-areas’ integrates various functions to form an urban culture display cluster and citizen activity cluster. The overall image of the site forms the city landmark.

With the climate conditions in Sanya, Halcrow proposes a regional scheme which is shading the building with eaves and leaves, connecting the buildings with shading roofs, and forming shaded areas with tropical plants in order to create pleasant spaces for outdoor activities. The inspiration of architecture and landscape originates from waves, and the teardrop-like buildings are like the blossoms of the waves. Spaces for public activities between site and building also flow freely, making the interconnected spaces rich and open, attracting citizens and tourists like all rivers running into the sea.

Four ‘water-drop shape’ buildings are situated in the centre of site as the core area, while the tip of the water drops points toward the centre, the bottom parts stretch outward, showing a radial or petal shape layout.
