The project is located in the middle part of Tiexi Industrial New Town, Shenyang, covering an area of 3.1 square kilometres.
The aim focuses on overall development tendency and development opportunities to create a creative, sustainable and leading concept model. The plan integrates industrial culture, trade and exhibition industry service, business and finance, commercial entertainment, residence, etc.
The plan is proposed an international ecological and livable waterfront city and a vibrant business district integrating production and living. By coordinating existing conditions, features and ecology, and combining the current features from the perspective of city management, the urban development pulse has been researched and urban development has been well dispersed, designedly and rhythmically, by stages and through centralization. The development plan will be divided into stages, to seek balance in the development and progress in the balance; residential areas and public facilities can develop in balance with each other, while sports exhibition cultural facilities and industry research and development can be integrated. The commercial trade cluster and the construction of ecological green space landscapes can be coordinated, industry set as the leading element, the new town as the foundation, whilst also upgrading production and living.
