An overall plan focused on the influence of the policy and the rules and regulations on region and the requirements of the Keqiao District Government on the region into consideration. The core positioning preserved history, culture and water channels, and reformed the layout of land use, urban design of key nodes and phasing strategies. It aimed to re-establish the characters of the original water network, respect its culture, develop a multi-function city core and create an ecological and memorable gateway of New Town.
